Where the heck is everyone?

Arrived at meeting point 15 minutes early. Guide never showed, nor was there anyone else there waiting to take our same tour. If tour was cancelled, why was I not notified and why was I billed?! I was notified earlier of cancellation the Museum tour for that same morning, but nothing regarding Duomo tour.
